OIG inspection found $1 million in unrecovered state funds

The OIG made recommendations to effectively recover funds from the Texas Comptroller of Public Accounts Unclaimed Property Program.

The inspection was done to determine if the Texas Medicaid Healthcare Partnership (TMHP) Third Party Liability (TPL) unit has effective processes in place to recover funds identified as belonging to Texas Health and Human Services (HHS) from the comptroller’s Unclaimed Property Program (UPP).

The inspection found that TMHP TPL shares a process with HHS  to recover funds from the UPP database using a list of keywords and performed it annually from 2014 to 2018. But OIG Inspections found $1,004,119 in the UPP that had not been previously recovered. OIG recommended that TMHP TPL and HHS coordinate to recover claims annually, increase the number of keywords searched, and that the two units request insurance carriers to provide annual notification if uncashed checks.
